I think this is pretty unambiguous unless it's an actual mistake:
What if, what "if," Shaner is too dumb to know what "arraignment" means. Therefor he mistook a "waiver of arraignment" to be a waiver of jail sentence, a kind of "get out of jail free form," and so he went to court to file it in person? Then the court didn't see any harm in a waiver of arraignment being filed by him because the arraignment is done either way, so they humored him? Can that be why he is so at ease? Because he is sure this is a done deal?
