No, Phil is terrified of driving, he probably hasn't driven since he moved to Seattle. When he was with Howard and Rambo they drove, when he was with Leanna she drove, and now kat drives. The PTSD from that devastating car crash and subsequent 3rd degree burns must be unbearable, no wonder he drinks so much.

Incoming plumbing rant. People don't understand how life works and they are dumb.
Just because Phil mentioned the plumber and the estimated $1000 don't understand that it would take time to get the plumber out... it'd take a week for them to get out there! And he has to be off while they're there! So that's one day a week! Then when he's out there, the plumber would have to assess the situation and give Phil a scope of work and an estimate! They'd give it to him on paper, and he'd have to approve it, and then they'd start the work! But it might change! You can't immediately know how much something costs to fix and immediately pay it! You've probably never had work done to your house! You are just dumb kids! Now people will bring it up for the next 2-3 weeks!

I always love when he calls people kids who don't understand how the world works when called out on his absolutely retarded and childish way of doing things. Not only is he too retarded to fix his shower head or handle or whatever the fuck he said was broken himself, he is apparently too retarded to call a plumber, explain what the issue is and ask if they can swing by and support schedule a plumber to visit him on his next day off, which is Thursday according to his 'tism schedule, more than 5 days away. I know that there's a shortage of plumbers in the US and that they're kept busy, but 5 days is a reasonable time to expect them to come visit right?

Instead, like always, he makes it out to be one of Heracles' 12 Labors. Something as easy as calling a plumber and scheduling a visit next week is to him akin to being an official back in "Ancient Rome" who has to commission and pay workers and materials and organize the overall plan and schedule of a grand aqueduct reconstruction project. Unreal.
