Should he be charged with destruction of property? Yes.
Should it be seen as a hate crime with the charges and punishment ramped to the extreme? No.

The crucial difference is that he filmed hinself doing it and didn't have the prescience to delete it after it became obvious the authorities were combing through his shit, looking for anything to get him on. And if anyone were still in any doubt as to his motives, he openly states those as he goes, "Hanukkah drools, Christmas rules".
He did everything humanly possible to earn the 'hate crime' stamp, which he could've easily avoided in a number of different ways if he did even a single thing intelligently.

I don't get the far-right's hard-on for weird Jewish conspiracy theories. There *is* a Jewish conspiracy -- to get rich and powerful and look out for their people so they don't get genocided again, and I find that pretty fucking admirable. No, they don't drink the blood of children (except during a bris and that's fucking weird but the blood-in-mouth isn't the point), that's a fucking retarded idea. They just want money and power like everyone else does, only they're better at it than most. If you want to take them down a peg then just tax the wealthy and if the Jews are doing that much better then they'll wind up paying disproportionately more of the tax by virtue of being over-represented among the winners (though it must be crafted such that OP Jewish tax accountants can't get out with loopholes)

They call them "hate crimes" statutes but they really aren't. All they have to show is that the crime was motivated by the fact that the victim or "victim" in this case was of a certain class. And if you rip down a sign while insulting that class, "just a prank bro" isn't a defense.
Also they can call it whatever they like, it's still a minor property crime with at most minor time or a minor fine. The only sus thing is any sentence enhancement that goes along with the "hate crimes" bullshit. And as much as those suck, he walked right into it and my sympathy level is below zero.
If you constantly go on and on about how you hate Jews, and then commit a crime against a sign while also saying it's because it's Hanukkah, don't act surprised when normies are going to think "wow I think that guy really hates Jews and that's why he did that!"
