I would love to know what "ineligible" to receive the vaccination means in this context, because depending on that definition, this bill doesn't appear to allow for religious exemptions, although medical exemptions are specifically spelled out as allowed.

Short answer is that Cuomo is part of the Clinton sect of the DNC and they don't like Biden and the Obama sect of the DNC, which is now in power over the party. And Cuomo had dreams of becoming President and would most likely be part of a cabal/plot to get rid of Biden so they would be forced to run Cuomo in 2024. Which meant that he had to go and Obama and Biden are now flexing to get rid of those who were closest to Cuomo to make an example out of them since Obama's sect is all in on Biden staying in power as long as humanly possible
