Freeza's backstory genociding planetary populations so he can sell the planets to other overlords for vacation homes was only ever really explored in the Badrock special. In DBZ, Freeza's status over the Saiyans was pure retcon (the Saiyans were introduced as a race as free agent genociders untik Akira gave them a boss after the Saiyan Saga) and he was on Namek solely to find the Dragon Balls. Similarly, in Super, Champa's version of Freeza's people's backstory was only backstory and never seen in action while Freeza is explicitly stated as not giving a fuck about rebuilding his empire (which is what his flunkies who brought him back wanted) and instead trained to fight Goku again the second he was brought back.
