Coal is in a mini-boom right now. My County in KY, just across the line from WV has about 200 coal jobs up from ~50 last year. course thats nothing compared to ~10,000 like in the past but its a start. alot of people will drive hundreds of miles into WV TN or VA for a mining job and come back on weekends.

There have been some pretty sizable subsidies for setting up "clean coal" processing, which essentially uses coal slurry to produce methane for cleaner power. There's even some prototype plants processing coal into hydrogen gas to burn, while sequestering the carbon byproducts into deep salt water aquifers. It's a decent workaround for a cheap, plentiful energy source.

He’d be an absolute fool if he did, because after schlonging the Dems on BBB, everything in the VRA would be used against him to make sure he isn’t elected to public office again.

It wouldn't matter if he did vote for it, since the VRA needs 60 votes to bypass the filibuster. Manchin would have to vote to kill the filibuster first, which would be one of those things to herald open warfare. Extremely unlikely.
