Trump was fully impeached, just as Clinton was. Well, he was impeached MORE than Clinton, but still, they have both been impeached. Congress has sole powers of impeachment.
The Senate can hold an impeachment trial, which can result in removal from office and/or exclusion of the charged from holding office in the future. This has never occurred.
But yeah, semantics, I know what you meant; however, I don't agree that this would have actually gotten the Senate to convict him, as there wasn't any treason, high crimes, misdemeanors, etc., affiliated with the withdrawal. I certainly haven't read extensively on this, and if you do know of any shenanigans associated with the Biden withdrawal I'd appreciate it if you'd share them with me. Trump would have botched it just as badly, because you know it's not as if he's actually doing logistics or anything himself, and neither is Biden, but the buck stops there and they take the blame.
You could say the DELAYS from Biden on withdrawal made it more difficult due to the Taliban's advances, but on the flip side of the coin, that gave them even more time to prepare and do things right.
Regardless, we (USA) don't seem to be able to pull these withdrawals off without major fuck-ups. It would be nice if someone with military service could shed some light on this as to why.
