The latter is my understanding of how this is playing out. The court was asked whether the stay on enforcement of the mandates could be upheld while it was being litigated, and they said it could. This punts it back to whichever lower court is dealing with it, but the feds can't enact any penalties on businesses who aren't following the mandates in the meantime. If my understanding is correct, this ruling also gives an idea of how they would rule if the case itself was taken to the Supreme Court, which is to say the lefty judges would cope and seethe while the rest would say "fuck no this is unconstitutional."
So how I'm seeing it is, it's not dead in the water, but it's not looking good for it to hold up to the lawsuits.
