It is a fairly simple and widely used tactic, have some speakers up with a fairly large potential speech and some topics they can waffle on about for a while. then put them up there to have them 'naturally' extend the time between the start of the vote and when the votes are actually cast. Once they get the signal or run out of material, they step down for the next guy.

The idea is that while they talk the leader can make sure that every vote is 100% for their intended goal. Delays indicate that some votes are not locked in. Now, this can spell bad or be completely pointless. For example, a needed senator deciding they want a little bit bigger of a piece of the pie. They will probably vote yes regardless, but you have to handle that to avoid alienating them entirely. Could though also mean things like "Oh fuck we don't have the votes".

Keeping him locked down just plays into the idea that he’s unfit for office. They’re damned if they do and damned if they don’t but this on the heels of Harris being stuck on stage for 10 minutes before she could speak says to me that they were set up to fail.
