A bit of an explanation of what's going on right now. They have three speakers allotted and all so far have gone over their time. This isn't just because they love the sound of their voices. It is a fairly simple and widely used tactic, have some speakers up with a fairly large potential speech and some topics they can waffle on about for a while. then put them up there to have them 'naturally' extend the time between the start of the vote and when the votes are actually cast. Once they get the signal or run out of material, they step down for the next guy.
The idea is that while they talk the leader can make sure that every vote is 100% for their intended goal. Delays indicate that some votes are not locked in. Now, this can spell bad or be completely pointless. For example, a needed senator deciding they want a little bit bigger of a piece of the pie. They will probably vote yes regardless, but you have to handle that to avoid alienating them entirely. Could though also mean things like "Oh fuck we don't have the votes".
