The Pincho de gambas com arroz was the second cheapest item in the the Peixes section of the menu (19,50 €) and the Toucinho do céu is 7,50 €. Truly Ralph is eating the meal of kings.

Total of €82 ($92.86) for some good ol' scrimpf and mayo (4 ct.) with a side of rice and a light dessert.

Food in Portugal is super cheap compared to everywhere else in western Europe. The low price isn't reflective of poor quality.
Portugal is actually a nice place to go on vacation if you're lookign for something that's not too expensive but you don't want to run the risk of being kidnapped or beheaded. A lot of people choose it as a place to retire toom since their pension is going to be far higher than the average wage there.
If anything this makes the Burger King thing even dumber since he could have had a better-tasting, healthier meal for the same price.
