Have you seen the tone of the rhetoric, how angry the cops are, the leaked chat logs? These cops had to be held back from going full Einsatzgruppen on the protesters, that's what he means by "restraint".

I did see all of that...I've followed closely all weekend but was unable to post.

It was fascinating to see yesterday after all the trucks had left that there was still a contingent of jackboots from other provinces holding back protesters in Ottawa near Parliament Hill.

Could be a tactic worth utilizing. Keep the Quebec filth busy in Ottawa, tie up Quebec City while they're somewhat emptied out of enforcement capability, wait for them to come back then burn out of Dodge, and just keep hopping around Canada.
That or park all the trucks and let the faggots who enjoy trampling freedoms starve slowly.
