If Belarus hasn't actually declared war, and they are ordering troops inside Ukraine's border, I'm pretty sure that might constitute a war crime.

War crime on the level of telling your citizens to go fight for another country's military which you're not allied with, or war crime on the level of giving basically infinite anti-tank weaponry to a nation that is putting prison inmates on the battlefield?

I wouldn't be surprised if what to do with civilians was being left to independent judgement. Being near civilians is useful, but it's also really fucking bad optics (not to mention a morale killer) to tell your soldiers to do that.

Alternatively, they could be realizing that the gloves are coming off and telling people to GTFO before the thermobarics start flying.
