Market Garden was an overly ambitious plan that lacked redundancy, and almost worked anyway. My read is that if the ground troops had suffered one less of the 3 major holdups along the way, they could have saved 1st Airborne, and the 82nd and 101st came though pretty intact. There's a place for airborne operations, but they are very unforgiving of retardation.

In STAVKA's defense they were apparently not given much notice of the invasion and were told to operate under the monumentally stupid assumption that the Ukranians were all just going to lay down their arms

However, any good General Staff has such plans on the books, ready to go, with modifications as directed. Such plans should also long since have been in the hands of the major commands. You just transmit the changes and timelines. Planning is one of a staff's main reasons for existence. So is common sense, knowing plans don't survive contact with the enemy.
