The labs are placed in chosen locations around the world to allow for research into the local fauna. iirc we can replicate environments and you can just send the data from border stations or run temporary tests in similar environments or even on the border in a timeframe that leaves discovery less likely.

It's not exactly a recent transition. The Guardian was founded in 1825 and argued in its pages against the ending of slavery because of Britain's dependence on US cotton. This is so embarrassing to the paper that they have a whole section on their Wikipedia page explaining that they didn't really.
