The fence height is fine for a back yard. the 4' limit is for front and sides. However, the posts should be 30" deep. Piggy used 8' posts, and left 6' above ground, same height as the fence, which means, and this requires a bit of math so you know Piggy got it wrong, that only 2', or 24" is in ground. A building inspector would figure that out quickly enough and may even make Piggy dig up the posts and get it right, as well as move the fence panels to the other side of the posts. Piggy would get a citation to comply within a set time frame and if he didn't... things happen.
