A bit off topic perhaps but maybe those are the people who should be sent first to live on the moon, or Mars. I mean you gotta start off with an underground base before building up a dome or whatever I'd think. As for Andy Dick, he's probably of the ones you'd send to Venus, Mercury, or Jupiter first.
An interesting idea, but those people are also too brain rotted to perform the necessary tasks to function outside of the Earth's atmosphere. Plus their diet is similar to that of IP2 where their main food supply is just shit people throw away or give them out of pity from the surface world.

I agree with what you're saying, except the "catering to them" part. I'm pretty sure most mole people are probably underground due to the lack of people willing to cater to their wishes above ground
They as individuals aren't catered to, them as groups are catered to wildly with all of the welfare programs and other things that are assumed to prevent people from moling out, but it's not a money issue, just like with the homeless, it's an issue of them wanting to live a life incompatible with society as a whole.

Even worse is there's dudes down there with firearms that will straight up chase you out or murder your ass if you go down the wrong tunnel at the wrong time. Not to power level, I'm not homeless myself but I've been part of vagabond communities online for a while and one of the overwhelming things you hear in them is "Do NOT be homeless in Las Vegas." and "Stay the FUCK out of the tunnels. You WILL be fucking murdered."
Oh it's no surprise. They're most likely gangbangers. Street gangs in cities love to impose rent on the homeless for the luxury of being homeless on their territory. If they don't pay up they get fucked up. Being homeless in america sucks and it's only going to get worse.
