The prosecution can always drop charges. But there's a lot of media attention here, and dropping or amending the charges down is going to be scrutinized and compared to how the office typically treats such cases, so it will be obvious if the fix is in to the point that it may be politically untenable. A lot of corruption relies on acting in relative secrecy, and this would have to be done in full view of the public.

What it does is sets precedent that States cannot infringe on a law abiding citizens Second Amendment right to carry by introducing vague, arbitrary rules like "demonstrating a need" for self defense. I will say it was a clever attempt by the legislature of NY to shaft people applying to carry. How the fuck do you prove something like that? And then it's left up to the discretion of a legislature that has proven itself to be anti-gun.
