I'm pretty sure he is proud to have never voted: If I remember right he believes that because Connecticut and Washington are both safe blue states, his vote doesn't matter and anyone in his community who bothers voting is stupid because it's all a waste of time (never mind that those "stupid" people are the
reason the Democrats always win those states so easily).
Given that Connecticut has had
multiple close races for Governor in recent years and he's either in or just
barely outside
a very competitive US House district in Renton you can tell how much homework he's done. Washington even has mail-in voting so he can't claim it'd be a hassle if Election Day doesn't line up with his Designated Day Off.
Edit: Never forget that in Phil's world, the only thing his taxes pay for is "not getting invaded". I wonder how he thinks the DMV, police, and fire department are funded.
