At least in Morrowind that's beatable by waiting 24 hours and doing item swap. Got a Daedric Breastplate that's worth 500000 septims but the vendor only has 350? Sell every nit picky item you have then buy them back. Do this over and over until he has an inventory of cheap crap. Wait a 24 hour interval for his gold to regenerate as often as you have to, to unload your barter inventory. Then, sell him the expensive item, but buy back as much cheap crap to negate your profit as you can. Then slowly over 24-hour waits, sell him back the cheap crap until you make your 500000.Also in Morrowind, merchants having limited gold was annoying when you have valuable loot that's unsellable due to being worth more than the money the merchant has on hand. Just have very rich merchants that will fuck you by having a massive Merchantile skill.
With regular vendors this is next to impossible, but the Mudcrab and the Creeper make it easy to do. I have never found the Mudcrab but I'm told he has a 10k gold vendor base amount, the Creeper has a 5k gold base amount. Once you start harvesting shit like Daedric Bell Hammers and Ebony items, souls in gems (assuming you're playing a pure martial character and not a caster who needs them), you've got a limitless supply of money. I racked up like 33 million in the first playthrough I did of Morrowind, just because I could.
