Those are regular troops receiving bog standard training. Not commandos.

I truly am trying to reach you through the ones and zeros in the fiber cable. Do you think guys who got 4 months of basic infantry training make sense in context? Especially with the "trained" between quotes? Do you?
Not really. First of all, the fact that there's an inspection team arriving also puts the troops under scrutiny. Patrol routes that were probably being ignored will be done to look busy and not have officers chew out the privates for slacking off. Second, the fact that there's strangers being introduced into the plant also makes everyone more tense because Russia has to trust the pinky swear that nothing funky will happen. And to trust you must verify. This includes making sure you're not being distracted. Hell, they'd have to pay more attention to their surroundings because an agent could try to insert themselves into the NPP by dressing as an inspector.Well, when something important is happening, usually people pay attention only to that thing, and that's maybe what ukies were counting on (and the fact that NOONE was expecting amphibious landing, let alone on the day of IAEA arrival).
There's also the question of how exactly the raid would happen. So they disembark, enter the NPP, now what? They kill everyone? Take hostages? How would the 64 commandos make it out alive after doing whatever they were supposed to do?
