This would be the breakdown:It could also just be 0928 and not a date, we have no references to go by, unless someone from USPS chimes in.
J = UPU identifier
18C = format
USA = issuer country code
06D = equipment identifier
N = priority
0928061 = serial number MMDDHHx (x is 10 minute interval)
00025 = serial item number
T = tracking flag
Effectively it says the barcode was stamped on September 28 at 6AM in the first 10 minutes, at whatever facility stamped it. It was probably mailed on the 27th and reached a processing facility at 6AM on the 28th. I don't know what 06D, N or T stand for, guessing the mail processor type or 3 digit code corresponding to that machine. Priority N is probably first class international, 00025 probably means 25th piece of mail processed during the interval by the machine. Rest idk.
