Honestly, it was one of the great memes of the Twittersphere, but with any luck he'll be better off with it's disappearance.
I'm definitely in the "something else is going on here" camp. As people have pointed out, you'd expect people lowballing her to get a cheaper newbie instead, not a big name VA. And there's a surprising number of ways that it seems to pan out it would have been reasonable for her to get 4k for her work.

Bayonetta originally had Hellena Taylor as her only voice actor. Bayo 1 was voiced in English purely because Kamiya didn't think a Japanese actress could fit his vision of Bayo. She got a JP voice actor in the Bayonetta anime and Wii U release.
What would be the "appropriate first step"?
What Platinum did was entirely legal and Hellena acknowledges that. Her intention isn't to sue Platinum, it's to name and shame them for giving her a raw deal so they could replace her, then lying and saying that Bayonetta got recast due to "overlapping circumstances"/scheduling conflicts to avoid backlash.
The bridge is entirely burnt now (especially now that Kamiya himself got run off Twitter because of his response to her) and she'll likely never voice Bayonetta ever again, so talking about the situation is just about the most she could really do.

What can they do, though? I'm not a fan of corporations, but other than negotiations, I don't see how voice actors can up their pay.
I see Jonah Scott complaining about having to stream 12-16 hours a week (similarly to people like Zach Aguilar) in order to make ends meet since voice acting alone can't cover rent, but that's why you go into fields where the companies need you, such as mine. Voice actors are just too replaceable. Scott and his friends himself got replaced in a Chinese mobile game after supporting Taiwan as a country. Troy Baker has been replaced by many other actors in his life.
These game companies have enough power to not give a shit about what to pay voice actors. That’s the business, I guess.

I don't understand where people get this idea that Troy Baker couldn't record his lines due to scheduling conflicts. In fact, he was open to reprising his role as Rhys in Borderlands 3, but no one at Gearbox approached him with the role and instead just replaced him with Ray Chase. Not only are recording lines a relatively flexible profession, Matthew Mercer had replaced a number of Baker's roles as:
- Kanji Tatsumi in Persona 4
- Pain in Naruto: Shippuden
- Espio the Chameleon in the Sonic the Hedgehog series
- Tim Drake / Robin in the Batman: Arkham series (which is funny because Baker ended up voicing Jason Todd in Arkham Knight)
- Ishida in Sengoku Basara
- Valvatorez in the Disgaea series

Helena has spoken about having mental health issues which manifested after doing Bayo 2. And she's done tons of theater and stage work since 2014. I think that she means well and I support her. Grey Deslile and Jennifer Hale support her as well looking at their likes on Twitter. I think she should have handled it differently instead of the NDA breaking though.
