This is absolutely trash advice. You never test on Prod, and if you do, you are fucking amateurs LARPing as a company. There are three stages of environments. Dev tests the functionality of the code, dev environments are unsuited for testing at scale but don't need to be. Staging environment is one of two things: a) clone of your production environment down to the hardware, or b) an actual node in your production cluster. Once validated it gets promoted to being a live server in your production environment. Rinse and repeat for each node in the cluster.
Also hard disagree. 100% of my experience with talented network people says the talent is too busy to seek certificates. A ton of them have very informal backgrounds, but years of experience solving WTF problems. Their achievements overshadow anything else on their resume and that shows in an interview.
