Good question, has to do with the jetstreams and Washington gets the warm air from the pacific pushed up it's way while the cold air is forced east and south towards places like the midwest and upstate New York. The chinook I believe the effect is called. Now I am a little retarded in general and very retarded when it comes to meteorology, but Washington state is pretty north, how is it not familiar with snow?
