2 causes:
1) Primacy effect - the initial story is the one people believe and it gets much more challenging to correct the record after.
2) Lack of context - some person comes running up, points at another and says, "he's a nazi!" You have no idea the messenger's history. People's tendencies is to assume that a stranger wouldn't be bothering you unless there was some grain of truth to it. Yeah the messenger runs around calling everyone nazi, but the decision maker doesn't know that. The decision maker wasn't even aware of the messenger's existence 5 minutes ago.

All this is also kind of necessary to operate in a high-trust society and these sickos have learned how to weaponize the in-built social arrangements that arise in order to operate a high-trust society.
