It depends, but instructors are usually just contracted by semester or year. They are qualified to teach a course but are paid far less than a professor. Sometimes a newly graduated student will be hired as an instructor because they don't necessarily have the body of work that you'd need to be hired as a professor, who'd typically have some publications or a wide breadth of knowledge to justify that title. They are a way for universities to keep paying professors and administrators ludicrous amounts of money without doing a damn bit of work because they off-load it to the instructors and TAs.
