On Windows scanners are just plug and play if you use the basic Windows scanning app. Might not have all the bells and whistles, but it works fine for documents. I'm sure it's the same on Mac.
But obviously Cobes would be using his phone to scan the documents. That is taking pictures of them. No need to even consider an actual scanner. There are even "scanning apps" on phones these days that will adjust colours and de-skew images automatically. None of which are necessary, because Null just needs to be able to read the text.
Is his P.O. box that he has to be driven to even a factor? Doesn't the apartment complex have mailboxes for ordinary mail and letters within walking distance? Can't he receive mail at home?
Cobra is capable of taking pictures and uploading them to the internet, as seen on his Etsy store. I'm sure he could take photos and send it to Null by email or Facebook.
While it's the easiest job in the world, the burden will be upon Null to constantly asking Cobra for the documents and certainly to demand that blurry pages to be photographed over again.
