Looking at all his replies, he seems to take everything as an invitation to talk about himself. It definitely seems to come from a selfish need for attention, but I could also see a part of it being autism.

A way to keep a conversation going is to relate to the other person by sharing a similar experience and building a dialogue from there. He's just be missing the part where you acknowledge what the other person said before bulldozing through their offering with your own personal anecdote.

He also thinks that any tweet that he can see is the start of a conversation and that his replies are actually wanted. If you really want to tell someone about your new hat, you could actually initiate a conversation yourself instead of attaching it to a random bikini picture.
