Yes, one of the first ways children learn to distinguish and categorise objects is through colour. Babies particularly can't see much at all, as vision develops slowly in the first year. They have an easier time focusing on something that is bright and high contrast. You start with primary colours and then introduce more complex hues and gradients.

If overstimulation is an issue, you can use soft lighting, limit screen time and only have a few toys out at once. There's no need to deny them colour.
