What does Ralph really think he's achieving by this?

Here's how I think it goes:
Ralph drunkenly hollers at a woman on the plane, when asked to calm down he escalates because he's Ethan Ralph. Ralph gets removed. Ralph being drunk/high as shit panics and realizes Meigh isn't with him, she's still on the plane. In a drunken rage he takes to twitter because he cant reach her because she's on the plane taking off. Meigh contacts Ralph or Ralph sobers up enough to realize she's probably on the plane and deletes tweets. Ralph, a controlling abusive person, sees Harry's email to to Meigh and decides to spin up a story around that being a "work" because "haha you love your daugher still, owned!" As it stands now Ralph is now desperately trying to spin that whole work on twitter in a panic while he's waiting for the next flight to Rome.

The best thing that could happen almost happened. If Ralph loses his shit, it’s better if it happened in public where he can’t do anything but seethe and holler. Also, in public Meigh feels the pressure of embarrassment and might wander out of the paddock again.
