Gypsies have self-segregated and pose almost no danger to me. We live in separate communities and we don't intermingle at all. They have no representation in power hierarchies and no serious influence. Nearly everyone despises them and treats them like some unclean biomass. And this is their improved state of existence, because we begrudgingly had to make sacrifices to enter NATO and EU.
Russia is a huge, insane danger. Its actions destabilized the entire area. It polarizes populations. It holds energy assets, although decreased now with sanctions. Russians are a proud people that feel entitled to influence others and rule over them. They are unafraid of killing to show that, and have dismissed every single post WW2 sacred cow, engaging into an incredibly destructive war inside Europe.
Russians hate the West, and are inert at the suffering of what they perceive as lesser peoples.

Also I don't consider the Ukrainian People's Republic or Second Hetmanate because they lacked the features of any legitimate state entity. Neither had actual control of the lands they claimed domain over and they essentially existed in constant competition with various competing factions and anarchist bands until they eventually collapsed. They were political movements at best.

By these constraints, Ukrainian SSR didn't exist either.

Also the Ukrainian SSR was the evolution of Ukrainian Soviet Republic which predates German Ukraine as it was formed in December of 1917.
