I would say that most intelligent psychos realise that killing isn't a good way to went their urges, and they enroll in business and politics. It will probably be another continuance, but it seems strange that they keep scheduling these new hearing dates so soon after they get continued.

I think that they are a result of Heilburg's requests as he appears to be stalling for time looking at how there have been mentions about various homes being contacted in Chris' case notes, so Heilburg is either trying to get Chris put in a home in lieu of a prison sentence, or he is still trying to get Chris a reduced prison sentence because of "time served" in jail, as it is unlikely that Chris will not be found guilty.

Hard to tell but I think the parties are agreeing on them. There's no indication the prosecution is opposing them. If Chris insisted on his right to a speedy trial they'd have to go to trial or drop charges. Chris doesn't want this because he's guilty as hell.

Can we all agree that there's a slim chance Chris will go to a home? If its a home that will only house him if he agrees to do chores, learn to live on his own, and pull his weight then he'll refuse to go because he feels such things are beneath him. If it's a home that wouldn't make him do chores chances are it'll be a home that wont take him because he's able bodied enough to do them, and they only house potato babies that managed to live to 20 and the home exists to make thier last decade or so of life as comfortable as possible.
