Historically, I can recall one instance where the US did apologize quite a bit. The sinking of the MV Ara Maru, a Japanese hospital ship of WWII by a US submarine.

As I recall, the ship was carrying some cargo it shouldn't have been, but the crew of the attacking submarine could not have known that prior to the attack. As they were not supposed to be attacking hospital ships, the fault for its sinking still laid with them and the contraband was not a legitimate justification for the attack.

Reparations were sought by the Japanese and offered by the US, though I do not believe much ever came of it ultimately.

It wasn't a felony, while it is certainly not allowed, it was a civil case in which he made the comment, and certainly not a felony, or at all comparable to Watergate. That's also not taking into consideration he was specifically set up by the DoJ and Ken Starr in an investigation that had far expanded its reach into areas it wasn't intended to, and had specifically set Bill up in hopes that he'd lie in court and be impeached for it. As it happens one of the tasks laid to that ship was to bring supplies to Allied POWs in captivity under the Japanese.

Nevertheless, the Japanese did have a reputation for brutality and horror stories like Unit 731. Between Trump's numerous comments against the Muslim faith in general and how much the Middle East hates the US, while it wouldn't be a nuclear world war, I suspect it could set back the progress made in talks with at least Iran by decades.

Clinton may be a horrible person in her own right, but she at least has the sense to self-censor regarding any possible controversial statements with no actual basis in politics - something Trump does not do considering almost every week he's said yet another inflammatory statement alienating both minority groups and his own party.

The question is how long?
North Korea conventional forces are 1970s levels at best,yet their guerrila and terrorist units are among the best.
