Yeah this. It's normally incredibly difficult for a person to give up parental rights because jurisdictions don't want the kid becoming a ward of the state.

They would normally prefer someone like Pat to be participating in his daughters life to pay child support and for the sad situation now, the kid is down to one parent. They loath kids ending up in foster care, especially older kids, as they are likely to be adopted.

I suspect they were able to bring up significant evidence that Pat being involved in their lives in anyway was a serious problem. Deadbeats would be signing off their rights constantly if it was as easy as Pat implies.

I assumed it just meant that he signed off on allowing PCJ to adopt her. That would be the easiest way to officially to sign his rights away; because like you said the state doesn't want to foot the bill for another kid. Its not likely he could just sign a paper that absolves him of responsibility. His ex-wife could choose not to put him on child support with an agreement that he stays out of their life, but I don't think it would be legally recognized. Plus if she had ever needed to use any state programs most states force the father to be on child support for the mother to qualify (not sure about Milwaukee), so unless PCJ adopted the daughter there would be potential for her to still put him on CS.
