It requires tooling. You need machines that turn brass or steel into cases of the size and shape you need. You need machines that make penetrators, lead cores, steel cores, copper jackets, etc. It takes time to set these up. Hornady makes 5.45 ammo in the US, I don't know if they're using their own cases or if they're buying cases from Russia or what, but that is THE ONLY brand I could find that makes 5.45 ammo. So the government would either need to get the tooling from them, or they'd need to make their own tooling.Someone more familiar may be able explain how modern ammo is made, but I take it involves special machinery and not something that can be toggled on to make different caliber rounds on a whim.
Unless they expect the Ukrainians to be fighting 3 years from now there is ZERO reason to make that sort of investment, to spin up government production of an ammo caliber that is used exclusively by Russia and Ukraine. It would probably be cheaper and more efficient to just send more 5.56 ammo and writeoff M16's and M4's to Ukraine. At least the US knows how to make 5.56 ammo, not to mention has probably billions of rounds of it laying around in storage.
