I really don't think there is much legally interesting to talk about concerning Ethan Ralph. He is broke, living in Mexico and can't afford any serious legal defense in any of the things he is involved in. The only question is how badly he is going to lose. Oddly true. The incident happened in 1997 in Jordan to Khaled Meshal. Two Israeli operatives using Canadian passports sprayed the guy in the ear and then they got caught. But the antidote wasn't supplied because the King of Jordan "made them". The lives of the two agents were essentially spared and then bartered back to Israel in a deal that included the antidote and whole bunch of other prison releases.

Assassinations like this were a big deal in 1997. But at least in terms of the US government now, its meaningless. The US runs a vast international campaign where people are targetted and killed by drones. There is no legal or judicial system to it. The US President just writes out an order and the person is made dead. Nobody bothers with ear poisons anymore. They just blow the target up.
