Kojumbo had little involvement with both the English VA prior to MGSV and the live-action skits in MGS4. Hayter was cast in all the games because of Pat Zimmerman, the English voice and casting director since MGS1, to whom Kojima deferred to and was hands off with. He threw out the occasional idea, like what if they cast Kurt Russel as Snake in MGS3, and that's it. Hayter pretty much didn't exist to Kojima, that's how detached he was from the dub. All his OCD autism was solely focused on the Japanese performances. If he truly hated Hayter he wouldn't have given him that live action commercial in MGS4 or let him be Snake the five times before MGS V rolled around and he was more interested in getting actual actors to play with rather than voice actors.
The MGS4 skits were outsourced to an LA production studio called Logan, the guy in charge and Kojima had a number of creative meetings and discussions about what type of skits and themes he wanted, but beyond that Kojima had no involvement. The main liasons working with Logan on the skits were a Konami producer called Imaizumi and an American producer working for KojiPro called Ryan Payton. Hayter and other VAs getting cast for the live-action skits was due to Payton, Kojima had absolutely fuck all to do with it.
MGSV was the first time Kojima became directly involved in English casting, iirc because this was the first time performance capture for the game was going to be done with the English actors and not the Japanese ones. Post-Ground Zeroes is when he started to be directly involved in voice directing, it's actually really easy to tell when he took over because Troy Baker's voice acting goes from imitating MGS1/2/4 Ocelot to imitating (his own) Joel from Last of Us.
People keep projecting some kind of relationship onto Hayter&Kojima that was never there. Pretty sure Hayter said he only met Kojima like twice total, in passing, at some events.
