My brother lives in a group home (one for people with physical disabilities. Not literal mother fuckers.) They do not have “public” wifi in there. However, they are allowed to purchase commercial internet. This may be the case and OPL hasn’t had his internet service set up yet.

Even likely just for the privacy of the other residents I can see that being a condition of internet access at a place like that, I know there is one really angry and agressive tard who posts to YT (his name escapes me) but he's in one of those last chance homes where the better ones have kicked him out for behaviour and as long as they get paid they don't care what the residents do.

Chris is in a relatively decent home assuming it's gateway, so I can see them not allowing social media (or well social media the way Chris would use it) but there is a possibility he likely hasn't got a device he can access the internet on at the moment, I mean according to the info we have he was getting a USB memory stick and a Switch and someone up thread said there is a browser on the switch but it needs some work to get it to connect that Chris likely doesnt know about - and if he has access to a shared computer he's not allowed or doesn't feel he can save stuff locally so he's got it on a flash drive.
