When this was originally reported they said a Ukrainian soldier and a NATO advisor (I think was the word) were killed. I haven't seen mention of that since though. So maybe they have some level of expertise in country.US Pres elections are 18 months away!?!?!? Does he know that? Maybe he's thinking they're this November.
I don't believe they'll risk that inside Ukraine, the military wouldn't allow domestic repair crews in without being able to protect them with active US military assets. Instead it will have to be towed to Poland and rebuilt (if it even can be towed). In other words any damage to these systems takes them permanently out of action.
