There's more than just Network Transmission, there's also Chip Challemge and several Japanese exclusives. I truly hate that collections only ever include main entries in a series these days, it was always sort of a problem but they never include any sort of spinoffs as bonuses anymore. What's funny is the legacy collection for battle network doesn't come with all of the games. There's a platformer game that plays like if you mixed normal Megaman gameplay with the battle chip card stuff that takes place between (and came out between if I remember this right?) the first and second battle network gameboy games, Kinda like an inverse of how chain of memories was handheld and took place between the first 2 kingdom hearts games.
The problem is it is too much work (meaning any at all) to bring all the games together, so they figure the bare minimum is sufficient since most people won't know or care about most of the side games anyway. I wouldn't mind if they just crammed all the series' spinoffs into their own collection/s but then it comes back to them thinking there won't be enough interest so they never do it.
