Saying "murderer", it doesn't have to come with legal issue, it comes with implication about morality. Saying "killing" is more neutral or ambiguous on subject, it needs more context and infos to determine whether it's a good thing or not, then legal stuff comes later.
Unless somehow I'm that stuck up to word definition, I'd rather be that way because seeing how internet destroy word usage horribly over the years. I understand "murderer" is easier to say and sounds more dramatic.

Gundam Inc as a medical and saving lives company instead.
With Miorine being shocked at Sulleta action, not because she was that naive. Shocked at the perception seeing the one she trusts the most committing an action goes against her or their goal, the Gundam Inc itself. She didn't call out Suletta killing someone immediately, she was continued to be perplexed how Suletta thought that was okay.
This thing comes again with
recent episode 16 (17:49), where Miorine understands Suletta action saved both her and her father lives, but she still disagrees the method because it goes against what
Gundam Inc stands for (19:20), and more upset at how obedient Suletta is to Prospera.
