With all due respect, I think you're really reaching on this one. If anyone can conclusively prove me wrong, I'll gladly admit it. I did some serious CSI level enhancing and zoomed into the pic and the blue stripes don't even appear to be sticking out at all outside of a bulge of sock on a frumpy rapist. This leads me to an autistic rage of mine, if you're going to wear tall socks, pull them shits up or wear shorter socks FFS. If he tried, he couldn't look any more like a rapist.
Do you really think they would just release CWC without a tracking device? He's still in the court system.
Unless it's a place that's known for being "fun, unique, and experimental" (a nice coded way of saying they'll charge you out the ass), or a stylist just happens to have colors on-hand, this is the kind of blue a salon doesn't usually have.
Given that many of the people who work with disabled people are SJWs, it's even possible a "fun" character at whatever home he's staying at did it for him.

The recent sighting has me convinced Chris is being monitored. I propose that Chris is wearing his sock under the ankle monitor to remove the "icky" feeling, or whatever the hell tards call it. We know his autism makes him feel uncomfortable with certain materials on his skin, as shown by the padding he uses on the sonichu medallion. He's not wearing the sock over the monitor to hide it like a normal convict would, because he has no shame.

Early June, seen pushing a woman in a wheelchair. Again, there is the band on his right leg. Different socks this time as there is no logo on the back.

Early July (notice a pattern of when the public outings occur?) There's the blue band on the right ankle.

I'm not saying this is a 24/7 state-monitored situation. This could be a group home rule where everyone going out in public gets a bracelet so they can't get "lost". Whoever it may be, Chris is being watched when he's out in public.

I go back and forth on any monitoring, but your post has me leaning to "its not just socks," based especially on the second photo, in which the blue thing looks pretty 3D.

In any case, I think group/managed home and no internet is probably the very best thing in the world for his mental and physical health, and I honestly wish he could stay there forever, living just as he has been.

I'm :optimistic:, but the brief glimpses of him give a sense of less distress overall than he always seemed to have before, and I think that it has to be at least somewhat accurate, because he's getting more of a structure than he's ever had - and he's someone who needs it:
  • He probably lives in the cleanest place he's lived in his entire life*;
  • he probably has to do laundry regularly (discipline and cleanliness);
  • his impulse spending (which usually indicates or comes with its own stress) is very limited, both in $ amount and in ease of acquisition;
  • he has a budget (and/or may be required to learn about staying within one/being accountable - but whether managed or just imposed, there is a hard stop on it. He can't fall prey to temptation to misuse his or others' money**;
  • he's certainly on required medication that is taken/administered on an exact schedule and monitored forh effectiveness and tolerance;
  • he's probably set up for basic healthcare and doesn't have to coordinate that himself, just go when/where told; and
  • he has live social interaction with people who might not be his friends (and may require things of him that laziness doesn't want but that are good for exactly that reason), but who are also not tricking him and making him confused and angry.
All of those things - the simple basics - are much calmer to anyone's mind, but I would think especially so for a Chris Chan, who has very poor self-management skills, both physically and emotionally.

* I have never lived in a hoard like the Chandler home, but I do know that - especially when in a negative mental space already - living in chaos, or disorder, or unclean environments exacerbates depression, anxiety, and probably a bunch more conditions. And works in a bad downward cycle of depression, overwhelm, and inertia.

** I do believe that at some level, even when knowingly doing wrong things, Chris experienced some kind of stress as a result of doing them, even if not conscious of them and even if his conscious feeling was "not sorry/not guilty." I say I think there was stress because his various bad actions came out of bad and worsening situations that he was aware of to some degree - on one hand it's greed/sloth/immediate gratification desires, but it's also frustration and desperation, awareness of worsening finances and declining liveability of the home (which he complained about a lot).

Tl; dr: being wrangled is the best thing to ever happen to him.

Hielburg got the charges more or less waived by pleading autism deferred. Which means Chris has technically avoided the worst of sex offender regulations. HOWEVER. Not only is it possible for the deferral to be over turned next month which if that happens Chris is pretty much sol and looking at at least five years on a felony incest charge. But Chris is still being monitored by gateway 24/7. Ankle monitors tend to be attached to people who face anything from duis to bon violent sexual assaults.

My guess is while it is still a legit Ankle monitor that is working, The home still has staff shadow Chris when they let him out just to make sure he doesn't try anything funny like wandering Off, shoplifting snacks from Walmart, or raising a ruckus and especially wandering Into a place that offers computer access. The monitor may be there more to show Chris "see this is what will happen if you misbehave again, or don't stick to the routine we made for you even after you get released to your own home."

Kinda like showing bad seed kids what happens in prison...hell it wouldn't surprise me the final outing they have planned for Chris is a scared straight style walk through a rural county virgina prison where big Bubba the meth cook will yell about how if Chris messes up one more tine his tranny ass will be grass in the big boy prison, and no lady prison for him since he hasn't had amhole surgery.

Looks more like a fitbit to me. If Chris decides to wear something, he'll wear it constantly so I don't think the consistency means it's being required. A fitbit probably wouldn't work well through a sock but it's just as likely he'd think of it as a talisman or something.

A fitness tracker as a fitness tracker might also be suggested/required as part of treatment/rehabilitation program aspects of the group home. Some reward for getting an amount of physical activity
 
After careful autism, I think it is a tracker or something like that. Maybe he tried to paint a matching stripe on the other sock to hide it or just for symmetry.

Agreed that it's a fitness tracker. It's way too small to be a government required ankle monitor.
 
I agree that the shape really does look like a blue fitbit. I still find it hard to believe they wouldn't have something on him for being a potential flight risk, let alone kidnapping victim by some complete weirdo, but I can't deny that looks a lot more like a fitbit than anything else. Is there a way to look up different models of those tracker things?

Real fitbits don't bulge out from the band at the 'watch face' part. It's far too small to be a house arrest style one and there are no similar things that I could find sold as dementia care tools, (which I assume would be the same products used in other wander-risk uses.) Didn't Chris wear a step-counter in the past for some non-pokemon reason?

Yeah, the structure seems to be good for him on some level, but they either assisted in dying his hair or allowed him to dye it himself, they also haven't taken the skirt away and it looks like he still might have some memorabilia from the past.

If the wranglers really want to help Chris then they need to go beyond just giving him a nice place to live and a routine, if they continue to allow or enable his delusions he'll probably just relapse into his previous behavior after he leaves the home; if he ever does.

I really don't understand why people want to see him get anything other than removal from society. With everything he has done, I have no sympathy. Especially with how he let those kittens die. And of course what he just did...Even though I know Barb was abusive..
