I've known plenty of thin people with rosacea, it affects people differently. A woman in my office, who is very thin, has it on her throat and a small part of her face. I'm pretty sure it's more common to be on peoples forearms/hands.
Unless she also turns into an alcoholic, I doubt she'll aggravate it to the state of looking almost like leprosy.
