Being fair, the CA HSR will probably have an express service that omits most of Central California.The HSR will have too many stops for partially that reason. The middle part has no functional public transit in the cities or between them. The north end (SF Bay) is pretty decent. LA not so much but better than the rural valley

If I'm not mistaken, states like Arkansas and Louisiana grow the most rice in all of the US.Given the choice between water for farming versus Los Angeles... I'd choose farming. Even if most of the money is in high-value stuff like nuts and avocados there's still a ton of rice and tomatoes and other useful items.
