I don't think there will be a societal collapse, we'll just gradually fall into controlled demolition Brazil/South Africa tier countries. Infrastructure will be become unreliable. And there will be an army of security guards at Martha's Vineyard and the like, ready if you ever get uppity about it. Certain neighborhoods will become no-go zones because of gang wars or Mexican cartel activity. Similar to the no-go zones in Sweden.

We already see that now in first world countries during situations of high civil unrest: they just decriminalize it or ignore that it's happening. I'm not sure how you can point at the decline and say it's not happening because it's not complete shit yet.
