Don't get me wrong, the things I've heard about China's censorship are bullshit too. If you want to make mods and have some form of community feedback to further improve it, GitHub has discussions.
If you want to self-host, then you can use your own Git discussions or set up a simple forum for suggestions, tech support etc only.
