I feel like after so much of this I am left wondering where Nick gets money. Nick's approach is like saying 'The baby climbed over the play fence. Obviously they are determined, so a taller obstcale would just cause them to climb higher and put themselves at risk'.

While I can understand that argument for harm reduction with drugs and other adult vices, it does not translate to children because they have a much lower level of deterrence than adults becuase they have less ability to think abstractly and understand the consequences of their actions. Children are more easily diverted than adults because they are more immediately concerned with the present and less with the future. You have to keep telling then the same thing over and over again until they learn the habit or gain the ability to process the idea of present actions influencing future consequences.
