Seems super specific for Josh and makes me think he is already bugging Clint to get him a new lizard and Clint is telling him he has to wait at least a year before he will get him a new one. Normally super specific rules like that are Clint mandates. There were a handful of Reddit regards trying to formulate a plan to call all the pet shops in the Casper area to "warn" them about selling animals to Josh.
