Hungary claims that it may lift its veto from the €50 billion EU aid package for Ukraine on condition that the funding will be reviewed annually.

Details: According to three EU diplomats, Budapest has claimed that it may lift its veto on condition that the European Council will approve a vote to allocate funds on an annual basis.

Politico states that this would give Hungarian PM Viktor Orbán an opportunity to block funding for Ukraine every year, or to achieve concessions from Brussels in exchange for lifting the veto.

Hungary voiced this proposal during a meeting of 27 EU budget experts on 5 January and sent a corresponding document to the EU Council, for which Belgium holds the presidency at the moment.

A diplomat familiar with the course of the negotiations stated that according to the proposal, the EU would provide Ukraine with €12.5 billion in the form of grants and loans, which would reach the amount of €50 billion suggested by the European Commission over four years.

Some EU diplomats are sceptical of this proposal, despite the change in Hungary’s rhetoric, which earlier was categorically against the allocation of funds for Ukraine in any form.

They note that the Hungarian proposal will not guarantee stability for Ukraine.

"MFF (the EU’s seven-year budget) is a multiannual framework, we cannot do it (agree on it – ed.) on a year-to-year basis," said an EU diplomat.

The issue of EU funding for Ukraine is on the agenda of the meeting of the ambassadors of the EU member states planned for 10 January.

Background: After the December EU summit, many leaders expressed certainty that the EU would definitely adopt a decision about financial support for Ukraine at the beginning of the year.

The European Union will hold an extraordinary summit to discuss the allocation of €50 billion in additional assistance to Ukraine for a four-year period on 1 February 2024.

According to media reports, the EU is preparing a plan B with €20 billion of financial aid for Ukraine in the event that Hungarian PM Viktor Orbán blocks the main €50 billion plan.

Reminder that the EU went out of its way (though they did compromise somewhat with what the UK wanted) to still allow EU migrants (including Hungarians) to access unemployment and child benefits from the UK. The EU ultimately sided with the GIBS NOW East Euros, triggering a Brexit result among UK voters in 2016.

The other thing you need to remember with Replacement figures is that's not even casualties. That includes people who's draft term is up, people who age out, non-combat related injuries and accidents (people still die of natural causes, Patton was on the front but died in a jeep accident, etc) as well as combat-related injuries and deaths.

Scholz has recently talked a good deal about aid suggesting his allies are doing too little (eg Scholz calls for more UA aid). However, even if his actions are as warm as his words, Germany would need a lot of time to be able to churn out munitions as the US and Russia can do it.

The 30k replacement could be men due for rotation out for rest or as their contract expires, but also those who minds or bodies fail them and need recuperation or replacement. War is very much about managing the finite resource of fit and experienced men.

Kyiv Independent citing a Politico report of an EU commissioner's remarks says a Trump America would not help Europe if attacked.

Donald Trump said at a meeting at the World Economic Forum in Davos in 2020 that if Europe was attacked, the U.S. would not come to its support, Politico reported on Jan. 10, citing European Commissioner for the Internal Market Thierry Breton.

If this is accurate, it would be both unprecedented and stupid. The US owes its independence to French aid and repeatedly the US helped Europe. It helps as Europe is one of the poles of the Western Alliance. It would be deeply foolish as the BRICS jackals (who normally hate each other more than they hate others, say India and China) would be utterly delighted at such a foolish move. Perhaps Trump is listening too much to advisors wholly under the influence of Putin.

I assume this stuff isn't standardised widely? I've seen it standardised on a unit-to-unit basis but ususally only the mounts for specific munitions are craft built (or in the case of dropped munitions, stabilising fins). Interesting to see the ingenuity coming from war (reinforcing that war breeds innovation).
