Caden, partially due to wanting Chris to make stuff for Praetor, convinces his partners to help with buying a house in North Carolina, maybe to avoid people from finding out Chris' whereabouts post-Jail Saga. However Caden was going to college in Missouri so he needed to have someone he trusts to keep an eye on Chris. In comes Flutter, who's either a cousin or a lost sibling of Caden's. (Knowing foster kids, the latter isn't entirely out there and is fairly common) Caden has Flutter speak Finnish both to throw off anyone's track and to convince Chris she's from another dimension.

Last part was a stretch but the rest seems plausible enough.

How is it easier for someone in Finland to “keep an eye” on Chris than someone in Missouri?

Simple theory explanation;

Caden for whatever reason thinks Chris is profitable or feels responsible for him, puts him up in a house for these reasons.
Caden probably didn’t just hear about this, Chris seemed to have been writing to him.

Flutter wrote to Chris while he was in jail and they decided to meet.
For her own reasons she likes him and comes to meet him more than once.
She doesn’t have much of an internet presence because she doesn’t want to.
She is not keen on being photographed with Chris because it’s pretty clear that anyone seen with Chris gets their life scrutinized by the internet at large.

Take Megan for instance, she didn’t do anything especially remarkable but thanks to having been involved with Chris, she has several articles about her, appears in Chris videos, in general has an Internet presence outside of her control.
If it hadn’t been for Chris, no one outside her circle would have cared about her.

Even Bob, Chris’s father is more “famous” for being Chris’s father than for his engineering patents.

Whether or not flutter wants to be Chris’s girlfriend, she likely doesn’t want a bunch of strange autists and weens writing about her life.

that seems possible. the only real reason i think flutter is involved with praetor is because it makes the most sense given what we know. praetors goal is to make as much money off of chris as possible the only way that can work out is if chris is prevented from doing anything stupid again and protected from another ILJ type coming into his life that in my opinion is where flutter comes in.

Today I asked 57 people that are forced to work with me to tell me what they heard on the 2 second audio clip for a name. I got Alec(25), Alex(20), Alice(12) of note all of the people who listened were men 20-40 years old all with some level of hearing damage.
